The Guidance published was done so with “guidance created by the General Contractors Association of Pennsylvania” (GCAP) and does NOT reflect the information discussed with the Wolf administration on Thursday just hours before issuance. GCAP is an organization collectively representing memberships of General Building Contractors Association, Keystone Contractors Association and Master Builders Association of Western PA and should not be the source of creating the guidance for residential builders. We will continue to fight for better guidance information including supply chain partners needed to build and renovate our homes. PBA, as the voice of the residential building industry, deserves a proper seat at the table when working on guidance that affects our sector of the construction.
